What do you want to on the computer? I've used a RPi 3B+ running a C program I wrote to capture the 137.0-138.0 MHz range from my SDR RSP2 and decode the NOAA FM signals that were passed to WxtoIMG. So it can at least do that. If you want to drive a waterfall etc then you may have more of a challeng...

Check the data sheet for the particular hardware you are interested in. For example the RSP2 uses SMA female connectors.

I guess 'expensive' is a relative thing and 30Euro (the price of the license as of my viewing the web site today) may be too much for a limited budget. If you look at the frequency/spectrum plot, it is showing the strength of a signal at a frequency at that point in time. If a signal starts, the plot at the frequency will rise higher.
