Is the USB cable a known working cable? Can you try switching USB ports? You can try using the EXT/IO edition of SDRuno and use the RSP2 EXT/IO dll. I have not tested this but it's worth trying.

Make sure power management is disabled on the USB ports. This guide is for 7 but also applies to 10.

This is being looked into for a future release of SDRuno but in the meantime why not make a memory bank with a frequency stored at the band edge you would like it to begin at?
