Your ISP might be blocking ports. Call your ISP and ask them if the ranges SDR-Console v2.3 is using is blocked. Your router might not be configured properly as well. If you are using the old PACKED version of HDSDR that has WINE embedded the new version will not work because the person who released it did not release it for the new version. Also note that when you use ports A or B the MW/FM notch is not enabled.
