The installer release is 1.6.0. The underlying API is 1.8.0. We understand that this is confusing, but the version on the website will install release 1.8.0 of the API.

We are planning a major update to the API, which will be released shortly. SDR# releases of 1361 or earlier will benefit from an updated ExtIO plugin. There will be a RSP2, but we are still in the process of undertaking technical feasibility and defining the feature-set. Unfortunately, we are unable to give a schedule at this point in time.

Hello Alan, Have you installed the SDR# plugin? There is no built in support for the RSP in SDR# (unlike SDR-Console) and so if you haven't already done so, you will need to install the relevant plugin from our downloads page before you will be able to use the RSP with SDR#.
