Enhancement request: provide SoapySDR module for SDRPlay RSP

This would enable platform-independent support for the SDRPlay RSP on any SDR application that utilizes the SoapySDR library (e.g. CubicSDR). For details, refer to https://github.com/pothosware/SoapySDR/wiki

I just learned that a considerable amount of work to achieve this goal has already been done. Refer to https://github.com/pothosware/SoapySDRPlay and https://github.com/cjcliffe/SoapySDRPlay
