SDRuno 1.23 installer updated

The SDRuno 1.23 installer has been updated to include the latest version of the service API. There has been no change to SDRuno itself.
This will address the issue of the non-functioning 10 MHz single tuner mode on tuner 2 of the RSPduo.
Installing either the released API 3.0 or this updated SDRuno installer will fix the issue.
