what would a good SBC to run my SDRPlay? my old laptop is too loaded...

What do you want to on the computer?
I've used a RPi 3B+ running a C program I wrote to capture the 137.0-138.0 MHz range from my SDR RSP2 and decode the NOAA FM signals that were passed to WxtoIMG. So it can at least do that.
If you want to drive a waterfall etc then you may have more of a challenge.
The new RPI3A+ has a 1.6GHz quad core ARM processor but only 512MB memory. Might be worth a look.

asus tinker board? more powerful than the Rpi, runs the same software. I will be getting one soon to replace my pi. Could be worth a look.
