The ExtIO version of SDRuno only comes with the 1.22 install. As Mike2459 says, You can install this alongside release 1.3 as long as you select a different installation directory.

The problem is your upload speed. With 250 ksps and 16bit formatting, you need at least 4 Mbits/s. If you go back to 8 bit formatting (RTL standard), you still need 2 Mbits/s to use this through your aDSL as a WAN server.

Steve can comment with authority here, but I believe that this is a video averaging function just like you get on a traditional spectrum analyser and so you would expect the noise to fall in this way.

Can you post a screenshot of your HDSDR window when it is open. To control the radio settings, it is necessary to open the ExtIO control window. It would help if you could show this window also.
