RPi RSP_TCP Error

I've downloaded and got running the latest RPi image, logged into as a headless connection and started the RSP_TCP server with my RSP2 connected and correctly identified.

On my PC I'm trying SDR# first as I have the EXTIO dll installed there. However I get the error "no connection could be made because the target machine actively refused it". I've set port forwarding on my router but notice there is no installation of ufw on the RPi image. Is this required or how else will the RPi allow connections on port 1234?

The start command should have included the listening IP address which I had forgotten to do.
