IF AGC not working

Hello-
With IF AGC enabled, the noise floor changes approximately dB for dB with RF gain (ie not constant, same as with IF AGC disabled).
Looks to work OK with HDSDR
Any ideas?

System:
SPR1a
SDRUno 1.31 and 1.32
API 3.04 and previous
Windows 7
